Darcy A. Slauter-Worthen is a commissioned Massachusetts Notary Public. Commission expiration: April 22, 2027. Notarial acts are performed in accordance with applicable Massachusetts law.
“Section 23. Notwithstanding section 41 of chapter 262, no fee shall be charged by a notary public to notarize a signature on an absentee ballot identification envelope or other voting materials or on any application or claim by a United States military veteran for a pension, allotment, allowance, compensation, insurance or other veterans' benefit.”
No notarization fee is charged for the signatures and documents specifically covered by this section. Ordinary appointment pricing does not apply to these legally exempt acts. No separate charge will be imposed that is effectively a fee for performing the exempt notarial act.
All signers must personally appear and present satisfactory evidence of identity meeting Massachusetts statutory requirements. Documents must be appropriate for the requested act; signers must be willing and able to participate. Do not sign beforehand when signing in the notary’s presence is required. Clients arrange additional witnesses unless otherwise agreed. Notarization may be declined if satisfactory identification or other legal requirements are not met.
Chapter 222, Section 22 requires a chronological official journal, subject to statutory exceptions. Required entries include date and time, act type, document description, each principal’s and witness’s printed name, signature and address, identification information, notarization location and applicable fees. Clients and witnesses must supply required information and signatures. Records are safeguarded under Massachusetts law, but are subject to lawful inspection and statutory exceptions; absolute confidentiality is not promised. Serving an attorney does not itself exempt an independent notary from journal requirements; the exemption concerns the notary’s own attorney status or qualifying employment.
Special care is taken at care facilities and private residences. Facility approval and patient availability must be confirmed. The notary does not assess legal capacity as a medical or legal determination or decide whether someone should sign. The notary must be satisfied as to applicable requirements, including willingness and awareness, and may decline if there is reasonable concern about understanding or freedom to act.
Darcy acts as a notary, not an attorney. This service does not provide legal advice, draft or select documents, interpret rights or obligations, determine which legal certificate a document requires, or guarantee acceptance by any court, agency, financial institution or other recipient. Consult your attorney about legal questions, documents and appropriate notarial certificates.
Individuals pay upon completion. Approved business and professional accounts may arrange monthly billing in advance. Travel pricing and additional charges are agreed before service, with Section 23 exemptions respected. This independently operated service is not affiliated with, sponsored by or operated by the Commonwealth of Massachusetts, any court, government agency or law firm.
